They use a lot this phrase. For example, once I accidentally broke a mug in a coffe shop and everyone there shouted MAZEL TOV.
At a wedding traditionally when the groom breaks the glass, the guests shout mazel tov.
And many other occasions - in Bar Mitzvah, transition of young boys from childhood to adulthood, the guests say Mazel tov to the boys.
I assume in many cases as weddings, etc the phrase is used as "Congratulations". And as for the first instance, the phrase refers not just to a good luck but rather meaning a blessing, joy, not to pay attention, to look at brighter sigh, etc.

Ah I get it. It is like a best wishes, like we would say Best wishes to you and your family. Like looking at one's blessings and thanking God for it in advance. Ahhhhhhh there is the word.....Dreamy. Look beyond what is happening and know that best is coming. Oooooooo.....Praise God.

Mazel tov is not correctly used the way English uses “good luck.” In English “good luck” often wishes you success with something that has not yet happened. Good luck in that chemistry test tomorrow! Mazel tov congratulates you for something that has already happened. Mazzal originally meant “destiny as told by the stars of heaven.” In Mishnaic Hebrew, mazzal meant ‘constellation.’ For example, the congregation can shout “Mazel tov!” after a Jewish boy’s bar mitzvah.
To wish someone good luck with something in the future, one might say in Hebrew b'hatzlacha בהצלחה literally “with success.”
Mazal tov

Generally defined as good fortune or good luck. the term has become a popular synonym for "congratulations!" Some people pronounce it "mazl tof."
Actually, "mazal" in Biblical and Talmudic times meant a planet or constellation of the zodiac. Ancient belief held that the positions of stars and planets had special powers over us. This is a feeling still maintained by those who practice astrology. The term "mazal," therefore, acquired the connotation of fate or fortune. "Mazal tov" thus literally meant, "may you stand under a good constellation."
In the course of time, the rabbis, as well as Jewish scholars, cautioned our people not to place confidence in signs and omens derived from the stars. Still, the term "mazal" has been retained to signify a happy or fortunate occurrence.
Joyful occasions calling for the use of "mazal tov" are birthdays, a bar or bat mitzvah, a wedding, an anniversary, moving to a new home, beginning a new job, among others.
